The instructions can be accessed through the Observations drop down menu. There is also a link to the site, where instructions are available: VBA_General_Observations
Old and out of date articles tend to clutter up the News and other categories. To keep the information fresh, articles older than 12 months are archived unless they are important, or if authors specifically request that they be displayed for longer times. The old and out of date articles are still easily accessible for browsing but are located under the Archived articles menu at the top right of the Articles page.
